In 1984 the firm O’Donovan and Cowen Solicitors was established in Tullamore, Co. Offaly by Brian Cowen and Thomas O’Donovan. On 1st January 2013 it merged with the firm of Sandra Mahon Solicitor and we now practice under the title O’Donovan Mahon Cowen Solicitors.


Tom is a founding partner of O’Donovan & Cowen Solicitors, which commenced practice in 1984. He was educated in UCD graduating as a Bachelor in Civil Law in 1977. He qualified as a Solicitor in 1979 and has extensive experience in General Practice in a career spanning the years since then.

Tom has tutored in the Law Society School and to Medical Doctors as part of their G.P. Training Course. He is an accredited Civil and Commercial Mediator, and has trained as a Chair of the Mental Health Tribunals.

He is highly recommended as one of the top Solicitors in General Practice in the Midlands. He stands out because of his vast experience, knowledge base and practical approach to advice and problem solving. He will always go that extra mile for his clients.

His particular areas of expertise include Private Client Legal Advice, Property, Commercial Law, Finance and Insolvency, Personal Injury Cases, Employment Law, Civil Litigation and Dispute Resolution.

He is a member of Tullamore Lions Club, a Director of the African Education Charity KEFA, and is a member of various Sports Clubs and organisations.


Sandra Mahon qualified as a Solicitor in 2001. She has a Law Degree from UCD and a Diploma in Property Tax and a Diploma in Commercial Law from the Law Society of Ireland. She has worked in most areas of the law to include conveyancing, probate, family law, litigation and employment law.

In recent years she has worked mainly in the area of litigation, with particular emphasis on criminal defence, personal injury/accident claims, bullying and harassment and family disputes.

She has successfully defended clients appearing before the Court charged with murder, rape, assault and serious road traffic offences.
